This site was designed on a G4 iMac and mac iBook laptop, using Studio 8 Fireworks and Dreamweaver. It took me months nearly full time to learn the design and coding necessary to put this together and I am still learning. I totally understand why designers get the bucks for doing this, I really do. However, the money we saved on a designer (we didn't have that kind of capital anyway) makes it possible for us to buy materials. It was also a pleasant surprise to find that I actually enjoy doing this kind of thing and will continue to study. Which is a good thing, since I will be the one maintaining the site, finishing the site and being the web mistress.
